The Young SchoolSM aims to Open Next Year

Carroll County Times Plans for a new location at the Shoppes at Meadow Creek passed through Westminster’s Planning and Zoning Commission last week and is set for construction. The site plan proposed a 12,000-square-foot building to be the home of The Young SchoolSM, with capacity for 150.

Clark Shaffer, who represents the property owner, described The Young SchoolSM as an established preschool program for children 8 weeks to 4 years old. The goal is to have the school opened by next September for the new school year.

Started by Josh Young, The Young SchoolSM has several locations in Maryland, including Columbia, Gambrills and Perry Hall. The school is licensed from the Maryland State Department of Education.

It would operate year-round from 7 a.m. to 6 p.m. and doesn’t have regular bus drop offs. Parents are required to take their children to the school and pick them up after school each day.

Shaffer said when the site was proposed, the group always had a day care in mind, but originally it was on a slightly smaller footprint. However, the state requirements for square footage per student have increased.

“We are very excited to have a tenant; it’s been tough,” Shaffer said. “We’re moving along; the development was always contemplated as being phased. The phasing is just taking a little longer than we had hoped.”

The Shoppes of Meadow Creek is the city’s first neighborhood commercial project and already features an M&T Bank, which opened in June. The site is located by the intersection of Md. 140 and WMC Drive.

If looking at the bank from Md. 140, The Young SchoolSM will be located to the left of the bank’s drive-through lanes.

Other expected tenants for the area include the breakfast chain IHOP, the pharmacy chain Walgreens and Italian restaurant chain J&P Pizza, as indicated by the signs that were posted along Md. 140 earlier this year. Because of the increased traffic expected, Shaffer said the property owners are still committed to adding a lane to Md. 140 to ease congestion.

“We are virtually through the state highway process and … that’s going to add a whole new lane all the way back to the Md. 31 intersection,” he said. “We expect that will be under construction by the end of next year.

“We’re excited about [The Young SchoolSM] and we think it fits in with what our vision for what the center was.”
